Abstract

Ethical leadership has become increasingly significant in educational management as schools face complex moral challenges arising from performance pressure, administrative demands, and diverse stakeholder expectations. In the Malaysian education context, school leaders are expected not only to ensure academic excellence but also to uphold ethical values consistent with the National Education Philosophy. This article examines the importance of ethical leadership and ethical decision-making in educational institutions, focusing on three key themes: fairness and transparency in decision-making, trust and professional integrity, and professional commitment and job satisfaction. Drawing on existing literature and recent empirical studies, the paper highlights how ethical leadership contributes to a positive school culture, trust-based relationships, and sustainable educational outcomes. At the same time, it identifies key challenges faced by Malaysian educational leaders, including teacher misconduct, limited understanding of ethical leadership concepts, weak enforcement mechanisms, and pressure to meet academic targets. These challenges often undermine ethical climates and weaken trust within schools. Based on the discussion, the paper proposes several improvement strategies, including strengthening ethics-focused professional development, reinforcing ethical practices in daily leadership behaviour, fostering ethical school climates, and encouraging collaborative dialogue on ethical dilemmas. The article concludes that ethical leadership must move beyond formal compliance and training to become an embedded practice within school culture, supported by strong accountability systems and collective ethical responsibility.
