Abstract

This study examines ethical leadership and decision-making practices within Malaysian educational institutions, with particular attention to the challenges faced by educational leaders in upholding ethical standards. Ethical leadership is increasingly recognised as a critical component of effective educational management, influencing organisational culture, stakeholder trust, and institutional integrity. However, leaders often operate within complex contexts shaped by centralised governance structures, strong accountability mechanisms, and policy-driven demands. Drawing on a review of relevant literature and contextual analysis, this paper explores how ethical leadership is endorsed in decision-making processes at various levels of educational administration. It highlights key challenges such as bureaucratic constraints, workload pressures, compliance-oriented accountability systems, and tensions between policy orders and professional judgement. These factors may limit leaders’ ethical discretion and create moral dilemmas in daily leadership practice. The study also discusses practical approaches adopted by Malaysian educational leaders to navigate these challenges, including value-based decision-making, role modelling ethical behaviour, transparent communication, and stakeholder engagement. By situating ethical leadership within the Malaysian educational context, this paper contributes to a deeper understanding of how ethical principles can be sustained in decision-making despite systemic and structural pressures. The findings underscore the importance of strengthening ethical awareness, institutional support, and leadership development to promote integrity and ethical governance in Malaysian education.
